Indoor Dog Potty for Small Dogs and Puppies
At this size the equipment is easy. Bladder capacity and the vaccination gap are the real problems.
A small dog is the easiest case for any indoor toilet. One pad lasts close to a month, nothing slides under four kilos, and there is no volume to drain away. What makes it hard has nothing to do with the product: a young puppy needs the toilet more often than any human schedule allows, and for the first four months it should not be using the ground everyone else's dog uses.
What actually matters at this size
Capacity, not equipment, is the constraint
A small dog barely tests a pad. What it tests is timing. A rough guide is one hour per month of age plus one, so a three month old puppy is asking for four hourly access. No product changes that number, and an indoor option is what makes it survivable on a high floor.
The sixteen week gap
A puppy is not reliably protected until about two weeks after the final vaccination, which lands somewhere near sixteen to eighteen weeks. Until then vets advise keeping them off ground that unvaccinated animals use, which describes most Indian streets and every society garden. This is the single strongest reason to have something indoors, and it is temporary.
Low sides matter more than high ones
The opposite of the large dog problem. A puppy or an eight year old Shih Tzu cannot climb a high lip, and a surface it cannot get onto is a surface it will go beside. Step-in height beats every other feature at this size.
A pad lasts close to a month
A small dog gets nearly the full three to four weeks from one coir pad, which is why the running cost is at its lowest here and why the self draining build is unnecessary. There is no puddle to drain.

What to buy, and what not to

Do not buy the self draining version. It exists for a Labrador soaking a pad in three days. A small dog produces no puddle for it to drain, so it is a weekly base-emptying job with nothing on the other side of it.
Disposables are fine, briefly. For the first fortnight with an eight week old puppy, a disposable sheet is genuinely the right tool. It becomes the expensive option somewhere around month four, which our pee pad comparison works through.

What size potty does a small dog need?
Small, 35x25cm in our sizing, for anything under 8kg. Pomeranian, Shih Tzu, Chihuahua, Dachshund, smaller Indies. Check the dog can turn fully on it, and prefer low sides so a puppy or an older dog can step on without a hop.
How long can a puppy hold its bladder?

Can I use an indoor potty before vaccinations are finished?
That is one of the best reasons to have one. Until about two weeks after the final dose, usually near sixteen to eighteen weeks, a puppy should stay off ground used by unvaccinated animals, which is where parvo comes from. An indoor surface you control is cleaner than a shared garden.
Are pee pads fine for a small dog?
For the first weeks, yes, and they are the right tool for a very young puppy. As a permanent setup they cost more over a year than a tray plus a monthly pad, and a small dog is entirely capable of dragging one around the room as a toy.
Is a litter box better for a small dog?
It can work, and it is the one size where it genuinely might, provided the dog digs and you use pellets rather than clumping cat litter. Most dogs do not bury, so nothing gets covered. Our litter box page goes through when it suits and when it does not.
Do I need the self draining version?

My small dog uses the pad then goes on the floor too
Usually the pad is too small to turn on, or placed somewhere the dog feels cornered, or not cleaned often enough. Check the turn first. A dog that has to step off mid-turn will finish where it lands.
