Dog Licence in India, City by City

Fees, documents and working phone numbers for 18 corporations, read from their own sites. Two publish a fee. What the other sixteen do is the more useful half of this page.

What this page will and will not tell you

Every fee here was read from the corporation’s own government domain. Two of them publish one: Delhi at Rs 500 and Chennai at Rs 50. For the other sixteen the fee is blank, and that is a decision rather than a gap.

We published a third, Rs 500 for Chandigarh, and have withdrawn it. It came from a gazetted 2020 amendment and was correctly sourced at the time, but the corporation now lists a 2023 instrument as its only pet dog bye-law and we could not read what fee that sets. A possibly superseded amount is exactly what this page exists to avoid, so it has moved to the Chandigarh card as the last figure we could source rather than the current one.

The blanks are not all the same, and the difference matters to you. In Mumbai, Ahmedabad, Kolkata and Pune the corporation clearly runs the service and simply never prints a price, because the amount is calculated inside the application once you log in. BMC’s own manual says the system will show you what is due. Lucknow publishes its fee as Rs 1000/200 and never says which rate applies to which dog, so we print it exactly that way. Hyderabad blocks automated access at its edge, and Thane, Noida and the Chandigarh corporation refuse connections outright.

One correction worth passing on, because it will save somebody else the same mistake. We originally put several of these failures down to filtering of foreign traffic. For at least two corporations that was wrong: their servers send an incomplete certificate chain, which makes a browser or a script give up before it ever sends a request, and it looks identical to a site being down. Both worked on the first retry once that check was relaxed. If a municipal site appears dead to you, that is worth ruling out before you conclude anything.

Nothing here was estimated, inferred, or carried across from another city. Where a number that circulates online is actually a fee for something else entirely, the card says so.

One thing that trips people up: several of these apply links do not sit on a gov.in domain. Chennai’s pet licensing portal is on gccservices.in and Jaipur’s corporation site is a .org. That looks like a phishing link and generally is not, because Indian municipal services are frequently run on separate service domains. The test is whether the corporation’s own site links to it, so each card carries both the apply link and the page we read it from.

Why bother at all

  • Most Indian municipal corporations require dogs to be licensed, and the obligation sits with you rather than with your vet or your breeder.
  • A licence is the document that ends most society disputes. A committee arguing about your dog is on far weaker ground once you produce a municipal licence and a current rabies certificate.
  • Boarding facilities, groomers and airlines routinely ask for proof of rabies vaccination, and the licence application usually requires it anyway, so the two travel together.
  • If your dog ever bites someone, or is accused of it, being licensed and vaccinated changes the conversation entirely.
  • It is cheap. Where fees are published at all they are typically small, and the cost of not having one shows up at the worst possible moment.

What you will be asked for

  • A current rabies vaccination certificate from a registered veterinarian. This is the one document required almost everywhere.
  • Proof of address, usually the same documents you would use for any municipal service.
  • A photograph of the dog, requested by several corporations.
  • The dog's details: breed, age, sex, colour and any identifying marks.
  • Your own identification.
  • In some corporations, a photograph of you with the dog, and in a few, evidence of sterilisation.

These print an amount on their own government domain, so you can turn up knowing what you are paying.

Chennai

Rs 50, published officially

Greater Chennai Corporation (GCC)

Rs 50 flat. Quoted verbatim from GCC's own veterinary page: 'Pet animal owners should obtain Pet License from Greater Chennai Corporation for keeping their Pet animals at their house. This Licenses are being issued at GCC after payment of Rs.50/-.' No differential rate for sterilised vs unsterilised, or by breed or size, is published. The same page records that 9,115 pet animal licences were issued during 2024.

Validity: Tied to the pet's most recent anti-rabies vaccination date rather than a fixed calendar term. Renewal reminders are sent one month, one week and one day before expiry. SECONDARY SOURCE: Citizen Matters, 2025-11-11; GCC's own page does not state a validity period.

COORDINATOR RE-VERIFIED: I independently fetched the GCC veterinary page and confirmed the exact wording 'This Licenses are being issued at GCC after payment of Rs.50/-', and that the page states pet owners should obtain a Pet License from GCC for keeping pet animals at their house. The same page states an online Pet Animal Licensing system was launched and that 9,115 pet licences were issued during 2024. Strongest city of the four. The Rs 50 fee is first-party: it sits in plain server-rendered HTML on GCC's own gov.in domain, and the apply URL is linked from two separate official GCC pages (the veterinary landing page and the Online Services index). 'required' is set true on the strength of GCC's own wording ('should obtain Pet License ... for keeping their Pet animals at their house'), though GCC does not cite the enabling section of the Chennai City Municipal Corporation Act. Validity, renewal and the document list come from Citizen Matters (2025-11-11) and are flagged inline. The TNPMS portal at petservice.gccservices.in serves a JavaScript shell whose only reachable bundle is the staff-side /department app, so the citizen-facing fee screen and document upload list could not be read directly; https://gccservices.chennaicorporation.gov.in/pet/feedback, which the official page also links, returns HTTP 502. No cap on the number of pets per household is published anywhere I could reach.

Delhi NCR

Rs 500, published officially

Municipal Corporation of Delhi (MCD)

Rs 500 for a new Pet Dog Registration Certificate and Rs 500 for renewal. Late fee Rs 100 per month beyond the grace period. Surrender of a certificate is free. A separate application and a separate fee are required for each dog.

Validity: Maximum one year, tied to the date of the dog's anti-rabies vaccination rather than to the date of issue

Renewal: Renew after expiry of the current certificate. One month grace period, then a late fee of Rs 100 per month. NOTE A DISCREPANCY IN MCD'S OWN WORDING: the petmcd portal page describes the grace month as running from the expiry date of the anti-rabies vaccination certificate, while MCD's SOP PDF describes it as running from the expiry of the pet dog certificate. Treat the vaccination date as the safer, earlier trigger.

What they ask for

  • Anti-rabies vaccination certificate issued by a registered veterinary practitioner or hospital (mandatory, for both new and renewal)

No pet-specific or veterinary department direct number is published on the petmcd portal page or in MCD's SOP; both route users to the online portal only. MCD's portal links a 'veterinary-south' document that would likely carry zonal veterinary office contacts, but that link returns the portal page rather than the file without a logged-in session, so the zonal veterinary numbers stayed out of reach.

Legal basis is section 399 of the Delhi Municipal Corporation Act 1957, cited in MCD's own SOP. MCD states that all applicants must apply through the MCD portal only. Applicant must be 18 or over. Signup uses an Aadhaar-linked mobile number with OTP; SMS goes to that number. Applications are processed by the Deputy Director (Veterinary Services) or the zonal Veterinary Officer, who may raise a document deficiency or reject on merit. The issued certificate carries a token number and a valid QR code. The certificate must be surrendered if the dog dies, if the dog is sold or transferred (the new owner applies afresh), or if the owner moves out of Delhi. No penalty figure for keeping an unregistered dog and no per-household dog limit is published on the portal or in the SOP. BANNED BREEDS: I did NOT find an authoritative current statement of the status of the 2023-24 central advisory on restricted breeds on any MCD page, and several such bans were challenged in court, so nothing is asserted here. This needs separate verification before publishing anything about breed bans.

The rest, and what we could establish

No fee we could stand behind, but in most cases a legal basis, a document list, a process and a number worth ringing. Read the note on each one, because the reason the fee is missing tells you how to get it.

Ahmedabad

Ahmedabad Municipal Corporation (AMC)

Not published on any page reachable in this session. AMC's online 'Dog Registration' module contains a 'Pet Dog Fee Details' section with 'Total No. Of Dogs' and 'Total Fee Amount' fields, but the amount is calculated server-side after login and is not shown in AMC's own instruction guide. Do not assume a figure.

  • Phone Caveat: CNCD is the Cattle Nuisance Control Department, the AMC wing dealing with animals, and is the most likely owner of pet dog registration, but no AMC page seen in this session explicitly names the department that runs the Dog Registration module. Ring the Medical Officer of Health line as well. Numbers are from a 2023 snapshot and may have changed.

AMC genuinely operates a pet dog registration service: the AMC site carries a 'Pet Dog Registration' section with three tiles, 'Instructions for Pet Dog Registration', 'Login for Pet Dog Registration' and a user manual. The instruction PDF (https://ahmedabadcity.gov.in/ViewFile/ViewFile?TYPE=FileRepository,2327) describes a 6-step flow: log in with applicant name and mobile, verify OTP, choose 'DOG REGISTRATION' from the modules list, fill the form, pay the dog registration fee online, print the receipt. It also documents a 'Charge Back Tracking' route for failed payments. The application form captures owner name/mobile/email, full address with zone and ward, and per-dog details (dog type, breed type, gender, age in months, name, photo), with an 'Add Dog' button allowing several dogs on one application, so there is no evidence of a per-household cap. The declaration reads: 'I shall abide and follow existing Rules, Act, Circular and Guideline issued and notified by Central Government, State Government, State and Animal Welfare Board of India related to animal (Dog).' What could NOT be verified: the fee, whether registration is legally mandatory, validity period, renewal window, and any penalty. ahmedabadcity.gov.in refused connections on four attempts (https and http, with connect timeouts of 30-40s), so the live pages could not be read; the page content above is from a Wayback snapshot dated 2025-01-15 and the instruction PDF from a 2025 capture. An AMC CNCD proactive-disclosure PDF was retrieved but is encoded in a legacy non-Unicode Gujarati font and could not be read reliably, so nothing was taken from it.

Bangalore

As of the 2025 reorganisation the Bruhat Bengaluru Mahanagara Palike (BBMP) has been superseded by five city corporations under the Greater Bengaluru Authority (GBA): Bengaluru Central, North, East, South and West City Corporations. The official bbmp.gov.in domain now serves a Greater Bengaluru Authority site and links to the five corporation portals and to a GBA corporations delimitation 2025 page.

Not published on any Bengaluru civic site I could reach. No pet dog licence fee schedule exists on the GBA site or on the five city corporation portals.

COULD NOT VERIFY ANY PET DOG LICENCE DETAIL FOR BENGALURU, and the reason is structural rather than a fetch failure. The GBA site and all five city corporation portals are JavaScript single-page apps; I read their compiled JavaScript bundles directly, which is where every service link lives, and the citizen services they expose are Trade Licence, Trade Licence Renewal, property tax, khata and birth/death records. There is no pet or dog licence service among them. The only dog-related item in the bundle is a Google Form for reporting stray dogs and a reference to Supreme Court writ petition (civil) no. 5 of 2025 on stray dog attacks within the institutional areas of the five Greater Bengaluru city corporations, both of which concern stray dogs, not pet registration. bbmp.karnataka.gov.in failed to respond on two separate attempts with a 90 second timeout. Because the corporation structure itself changed in 2025, any pre-2025 BBMP pet licence fee circulating online may now point to a body that no longer issues it, so nothing is carried over here. A reader in Bengaluru should ring the helpline below and ask which of the five corporations now handles pet dog licensing for their ward.

Chandigarh

Municipal Corporation Chandigarh

We previously published Rs 500 here and have withdrawn it, which is worth explaining. That figure comes from a gazetted 2020 amendment to the pet dog bye-laws and was correctly sourced at the time. Municipal Corporation Chandigarh's own bye-laws page now lists The Municipal Corporation Chandigarh Pet and Community Dog bye-Laws 2023 as the only pet dog instrument, with the 2010 and 2020 ones no longer in the list. That page states it was last updated on 28 October 2025 and the archived copy is dated 2 November 2025, so the newer instrument is not something we are inferring from silence. Its fee clause could not be read: the corporation host refuses connections from two independent networks and the PDF is not archived anywhere we could reach. A claim that new bye-laws were made in October 2025 was checked and appears to be false, so if anyone tells you the fee changed in late 2025, that specific claim does not hold. What has not changed is the two dog per household cap. For the current amount, the corporation's notified Right to Service list carries Permission for keeping Pets as entry 130 with a three day timeline, and names the responsible officer, which is the most direct route to an answer.

Coimbatore

Coimbatore City Municipal Corporation

Not published. CCMC's own Citizens Charter, its full service and department listings, and its licensing pages contain no pet dog licence at all. This looks like genuine 'publishes nothing', not 'I could not reach it' - the site was reachable throughout.

CCMC was reachable the whole time, so this is a well-founded negative rather than a gap. What I checked: the full Citizens Charter PDF (https://ccmc.gov.in/img/upload/CitizensCharterEnglish1.pdf) - it enumerates every service, its fee and its timeline across 45 pages including a dedicated 'Other Trades Licensing' chapter and a table of every application form issued at the Information Centre, and the word 'dog' does not appear once, nor kennel, rabies or veterinary; the Public Health department page; the Licensing of Offensive Trades page; the complete homepage link inventory (133 internal links). CCMC's site search component returns 404, so I could not run an internal keyword search. CONTEXT WORTH KNOWING, NOT A FEE: Tamil Nadu does have municipal pet dog licensing in practice - Chennai runs a well-publicised pet licensing and microchipping programme - but Coimbatore Corporation publishes nothing equivalent. A resident should ring the corporation board or their Zonal Sanitary Officer and ask whether a licence is issued at all before assuming one exists.

Figures you will find for this city that are wrong

  • Rs 1,650: The cost of stray dog sterilisation under Coimbatore's Animal Birth Control programme. It is NOT a pet dog licence fee and must not be published as one.
  • Rs 10: A dog licence fee set by the Tamil Nadu Panchayats Rules 1999, which govern village panchayats. Coimbatore is a City Municipal Corporation, so those rules do not apply to it. This figure is frequently misattributed to Coimbatore.

Gurugram

Municipal Corporation of Gurugram (MCG)

The 2026 MCG order that mandates registration does not state a fee. The fee is set under the Haryana Municipal Corporation (Registration and Proper Control of Dogs) Bye-Laws, 2008, which the order refers to but does not reproduce. saralharyana.gov.in, where the fee would be displayed at the point of application, refused connections from this network, so the amount could not be read. A fee very likely exists and is published there; it simply could not be reached.

Renewal: The order states registration 'shall be obtained and renewed strictly in accordance with the provisions of the Haryana Municipal Corporation (Registration and Proper Control of Dogs) Bye-Laws, 2008'. It sets no renewal period or deadline of its own.

Penalty: No rupee figure is published. The order states that an owner failing to comply is liable to action under Section 311(2) and Section 311(3) of the Haryana Municipal Corporation Act, 1994, and that any dog bite, attack, injury, intimidation, public endangerment or negligent handling, or violation of the order, is liable to criminal proceedings under Section 291 of the Bharatiya Nyaya Sanhita, 2023.

The order routes pet dog registration through the Public Health department and copies the Chief Medical Officer and all Senior/Assistant Sanitary Inspectors, so ask for the Chief Medical Officer's office or the Citizen Facilitation Centre. No direct Public Health line is published on the MCG site.

This is the strongest result in the batch and it is fully official. MCG's website is a React single-page app serving a 1 KB shell, so the content was recovered by downloading its JavaScript bundle and following the pet-registration references inside it, which led to a scanned three-page office order on the mcg.gov.in domain. The order was read page by page. Key facts: Office Order MCG/POL/2026/001, endorsement MCG/CMC/2026/17658, dated 23 June 2026, signed by Pradeep Dahiya, IAS, Commissioner, Municipal Corporation Gurugram, in force with immediate effect. Legal basis is Section 311 of the Haryana Municipal Corporation Act, 1994 read with the Haryana Municipal Corporation (Registration and Proper Control of Dogs) Bye-Laws, 2008. Registration is unambiguously mandatory: 'Every person owning, keeping or having custody of any pet dog within the Municipal limits of Gurugram shall mandatorily get such dog registered with Municipal Corporation Gurugram.' On registration the corporation issues a registration token which the dog must wear at all times. Owner duties: keep the dog under proper control; do not let it roam freely on public streets, roads, parks, green belts, markets or common areas; leash it whenever outside the owner's premises; use a muzzle and restraints where required, particularly for dangerous or ferocious breeds per Animal Welfare Board of India guidelines; carry a poo bag and clean up immediately; vaccinate against rabies and other prescribed diseases. BREED RESTRICTIONS: the order reproduces the Government of India expert committee list (D.O. Letter V-11/1/2024-Anlm_Dadf dated 12 March 2024) of 24 breeds identified as ferocious and dangerous, Pitbull Terrier, Tosa Inu, American Staffordshire Terrier, Fila Brasileiro, Dogo Argentino, American Bulldog, Boerboel, Kangal, Central Asian Shepherd Dog (Ovcharka), Caucasian Shepherd Dog (Ovcharka), South Russian Shepherd Dog (Ovcharka), Tornjak, Sarplaninac, Japanese Tosa, Akita, Mastiffs (Boerbulls), Rottweiler, Rhodesian Ridgeback, Wolf Dogs, Canario, Akbash Dog, Moscow Guard Dog, Cane Corso and Bandog, plus all mixed or cross-breeds thereof. Owners of those breeds must register immediately, keep strict physical control, use leash, chain lead and muzzle outside private premises, and comply with Bye-Law 7 on Dangerous Dogs. The order restricts and conditions these breeds; it does not on its face ban ownership. Enforcement context: the order was issued in response to complaints about dog bite incidents, attacks and non-registration, and was circulated to the Mayor, all Additional and Joint Commissioners, the Chief Medical Officer, all Senior/Assistant Sanitary Inspectors and the PRO for wide publicity, which signals an active enforcement push rather than a dormant rule. Only the fee is missing.

Hyderabad

Greater Hyderabad Municipal Corporation (GHMC)

Could not verify. ghmc.gov.in is behind a Cloudflare managed challenge and returned HTTP 403 to every attempt (plain curl, browser User-Agent, http and https, www and apex, WebFetch, and a text-extraction proxy). This is a source I could not reach, NOT evidence that GHMC publishes no fee.

This city is a genuine wall. Every route into the corporation failed: https://www.ghmc.gov.in/ and https://ghmc.gov.in/ return 403 from Cloudflare ('Just a moment...' managed challenge) to curl, to WebFetch, and via r.jina.ai. The pet portal https://petanimal.ghmc.gov.in/ resolves in DNS (61.0.227.42, 112.133.222.86) but no TCP connection completed across six attempts with 25s connect timeouts and 60s total timeouts, consistent with geographic filtering of non-Indian traffic. cdma.telangana.gov.in also failed to connect. The apply URL above is the official GHMC subdomain as indexed by search engines under the title 'CURE-Pet Animals - Hyderabad'; the host is real but I never rendered the page, so I cannot confirm what it asks for or charges. GHMC also promotes registration through the MyGHMC mobile app, which has no web equivalent to inspect. Recommendation for the reference page: publish the helpline 21111111 and 040-23225397 and tell the reader to call, rather than printing a fee.

Indore

Indore Municipal Corporation (Nagar Palik Nigam Indore)

Not found. I could not locate any pet dog licence fee, or any pet dog licence page at all, on imcindore.mp.gov.in. See notes for exactly what was searched.

The IMC site was reachable and I read it thoroughly, so this is closer to 'publishes nothing' than to 'unreachable' - but not conclusively, because the state portal that would actually carry the service was unreachable. What I checked: the full sitemap (https://imcindore.mp.gov.in/sitemap-0.xml, 73 URLs, every one reviewed - no dog, pet, animal or licence page exists); /our-services and /services (the licences-and-approvals section lists only 'Restaurants Licenses'); /healthcare; /rules; /Act-and-Policy; /circulars; /notices; /business; /contact. Zero occurrences of dog, pet, kutta or shwan anywhere. WHAT I COULD NOT REACH: IMC delegates citizen services to the Madhya Pradesh state portal mpenagarpalika.gov.in, which it links to from /our-services. Both www.mpenagarpalika.gov.in and mpenagarpalika.gov.in failed to connect from here on repeated attempts. If IMC publishes a pet dog licence fee anywhere, that state portal is the most likely place, and I could not see it. So: unverified, and a real possibility remains that a fee exists behind that portal. Do not fill this gap with a number from another city.

Jaipur

The Greater and Heritage question is settled, and the answer is that the premise no longer holds. Jaipur is a single corporation again. A Rajasthan Gazette Extraordinary of 20 September 2025, published on the corporation's own site, sets out ward delimitation for Nagar Nigam Jaipur in the singular, and both the jmcgreater and jmcheritage subdomains return NXDOMAIN while other subdomains resolve normally. Om Prakash Kasera, IAS, is Commissioner of the single body. That matters for the registration drive reported below, because it means the reported order would bind all of Jaipur rather than half of it. Registration itself is real and the route is official: the corporation's online citizen services list carries an item labelled Dog and Cat Registration which links to the Rajasthan wide pet registration portal. That portal is gated behind a mobile number and an OTP, and publishes no fee before login, which is why the fee field here is empty.

Reported, and not confirmed officially

Jaipur Municipal Corporation is making pet dog registration compulsory with a deadline of 30 September 2026. Figures reported: Rs 1,000 plus GST for new registration, Rs 500 for renewal, and a penalty of up to Rs 5,000 for non-registration. Attributed to Commissioner Om Kasera.

Why we have not published it as fact: Still not confirmed on any official Jaipur source, so it stays reported. The corporation's Important Notices list runs to February 2025 and its Public News list is current to April 2026, and neither carries anything about pet registration. The deadline could not be refuted either, so treat it as a live possibility rather than as either fact or rumour. What has changed since we first recorded this is that the which corporation question is answered: Jaipur is one body again, so if the order is real it binds the whole city.

Kochi

THE RULE HERE IS STATE-LEVEL, NOT CORPORATION-LEVEL, AND THAT IS THE HONEST ANSWER RATHER THAN A CITY-SHAPED ONE. Kerala Municipality Act 1994, section 437, 'LICENSING OF DOGS': 'No person shall keep any dog except with a licence obtaining from the Secretary and every owner shall cause his dog to be inoculated against rabies.' This binds every municipality and corporation in Kerala, Kochi included, and it is why 'required' is true. Two supporting provisions: section 438 empowers the Secretary to order seizure and destruction of unlicensed dogs straying in the municipal area; and Schedule I, item 88 lists 'Issue licence to domestic dogs and destroy stray dogs' as a municipal function. Also of incidental interest, the Act treats sheds used as kennels for not more than two dogs as exempt structures - that is a building-rules exemption, NOT a per-household dog cap, and should not be reported as one. WHAT I COULD NOT GET: the Act sets no fee, so the rupee figure lives with the corporation, and cochinmunicipalcorporation.kerala.gov.in was unreachable throughout. I tried the live site over both http and https with 100-second timeouts, the Wayback CDX index for the domain (which shows trade-license pages but NO dog or pet licence page ever archived), lsgkerala.gov.in and citizen.lsgkerala.gov.in (both reachable but JavaScript-only shells with no server-rendered service list), tax.lsgkerala.gov.in (403) and sanchaya.lsgkerala.gov.in. Kerala has since migrated local-body services to KSMART (ksmart.lsgkerala.gov.in); I could not confirm whether dog licensing is offered there. So for Kochi: the obligation is certain and statutory, the fee is genuinely unknown to me, and the person to ask is the Corporation Secretary.

Figures you will find for this city that are wrong

  • Rs 105: A Kochi dog licence fee reported by The Times of India around 2022. News-only, roughly four years old, and not confirmed on any Corporation source.
  • Rs 500 and Rs 300: These appear in the same news sentence as the Rs 105 but belong to KALAMASSERY and THRIKKAKARA municipalities, which are separate local bodies adjoining Kochi. They are not Kochi Corporation fees.

Kolkata

Kolkata Municipal Corporation (KMC)

Could not verify officially. KMC does not print a dog registration fee anywhere as static text; the amount is computed server-side. The live application form has a 'View Fees' button that POSTs to /KMCPortal/TlViewFeesAction.do with tradeLicCode=433 (the internal code for 'DOG REGISTRATION', read out of KMC's own form JavaScript). I called that endpoint directly with a seeded session cookie, correct financial year, ward, area=200, NoofDogs=1 and DogDays=1, by both GET and POST, and it returned HTTP 200 with a zero-byte body every time, so no figure could be extracted. This is a reachable-but-unreadable source, not an absent one.

Validity: Per financial year. The form requires a Financial Year and carries a 'No of Years For Issuing' field, and warns: 'If the validity of vaccination expires within the validity of this Registration then the owner shall vaccinate the dog immediately.' The exact term is not stated in words.

I could not open the full text of Section 521 (indiankanoon.org is behind a Cloudflare challenge; the search snippet reads 'The Corporation may by regulations made in this behalf (a) require the registration to be done of all dogs kept within Kolkata'), so 'required: true' rests on KMC actually operating that registration rather than on my having read the enabling regulation. The document list above is unusually reliable because it was read directly out of the field definitions in KMC's own form JavaScript (/KMCPortal/include/DogLicenceApplication.js), not from a guide. Note the awkward part for a real applicant: the form demands the treating vet's Veterinary Council registration number and clinic PIN, which most owners will not have to hand. The fee is the one thing that stayed out of reach.

The same document reports the department issued 6086 dog licences in FY 2024-25 yielding Rs 50,44,800, and 5680 licences in FY 2023-24 yielding Rs 48,30,000 - revenue consistent with a mixed two-rate schedule. Lucknow Nagar Nigam publishes the pet dog licence fee as 1000/200, and does not say anywhere which rate applies to which dog. Both figures are rates of the pet dog licence itself: the line reads pet dog licence, fee Rs 1000/200, and the Rs 500 immediately below it is a separate milch cow licence under a different officer, so neither of the two is a non dog service. Pedigree against indigenous, new against renewal, and by size all remain open, and we are not going to pick one. Ask the Animal Welfare Department directly. This sat unfound for a while for two reasons worth recording: the PDF uses legacy Kruti Dev encoding so the Hindi is not searchable as Unicode, and the link on the corporation site is written with a space before the equals sign in the href, which a standard link extractor skips silently. The same document carries a per household dog cap keyed to flat size, which is official and which most residents will not know about.

Mumbai

Brihanmumbai Municipal Corporation (BMC), formally the Municipal Corporation of Greater Mumbai (MCGM)

NOT PUBLISHED. BMC does not print a rupee figure anywhere I could reach. The amount is computed inside the online application and shown only at the payment step, after the application is approved. BMC's own renewal manual states 'System will show how much renewal fees is applicable', which confirms the fee is generated per application rather than published as a fixed schedule. Payment is only possible after BMC emails approval. I also checked Maharashtra's Aaple Sarkar right-to-service portal, which lists only two BMC animal services (pet shop registration and dog breeding and marketing centre registration) and no pet dog licence, so there is no fee figure there either. Do not publish a number for Mumbai without ringing the helpline.

Renewal: Renewal is filed online through the same portal using the 'Renewal of Dog License' option. BMC's FAQ describes renewal numbers generated in previous years, which indicates an annual cycle, but no explicit validity term or renewal deadline is stated in any published BMC document I could reach. A licence whose original master fee (number starting 7921xxxxx) was never paid cannot be renewed until that payment is cleared.

Noida is the weakest verified city and the honest answer is that the citizen-facing policy could not be reached. noidaauthorityonline.in refused connections on every attempt across www and apex, https and http, on both curl and WebFetch. Wayback has archived the domain (1,415 captured URLs) but the only pet-related items in the entire archive are six procurement documents: PET-REGISTRATION_260620.pdf (June 2020), Pet-resistration_150720.pdf (July 2020, the full RFP), EoI_Dog_290521.pdf (May 2021), DOG_200821.pdf (August 2021), Final-Pet-dog-RFP_230822.pdf (August 2022) and Pet-Dog-Vaccination-EOI_221022.pdf (October 2022). No citizen notice, bye-law, fee schedule or application form is archived. What the 2020 RFP does establish, from the Authority's own document, is the shape of the scheme: NOIDA set out to engage an agency to run a Pet Registration Scheme, paid by the Authority on a per-registration basis, where each registration covers data collection and management, microchipping and the microchip itself, a collar, an ID card for the owner, and one year of data hosting on the Authority's website from the date of the agreement. Having read that full body, I can state positively that PMC publishes NO pet licence fee, no validity period, no document list and no penalty on its own site. I also searched PMC's citizen_charter, circular, announcement, news and application_form content types and the Maharashtra Right to Service Act page via the same API and found no pet or dog licensing entry. The apply URL https://services.pmc.gov.in/ is quoted verbatim from the official veterinary page, but the host did not complete a TCP connection on three attempts at 90s (likely geo-restricted to India), so the portal's own fee screen could not be read. 'required' left null because PMC's own page never states that registration is compulsory; only secondary sources assert that.

This is the thinnest of the five cities and the gap is a reachability problem, not proof that Thane publishes nothing. thanecity.gov.in refused TCP connections on four attempts across https and http and via WebFetch, consistent with geo-filtering. The Wayback Machine's coverage of the current TMC site is unusually poor: a prefix crawl of thanecity.gov.in/tmc returned only 518 URLs, almost entirely fonts, public notices and recruitment adverts, with zero dog, pet, veterinary or licence pages. The only substantive find is a 2013 Public Health Department chart confirming that TMC issues Pet Dog Licences through its Stray Dog Sterilization Centre at Wagle Estate, under an organisation chart of Medical Officer of Health, then Veterinary Officer, then Sanitary Inspector, then Clerk. Maharashtra's Aaple Sarkar RTS portal (aaplesarkar.mahaonline.gov.in) WAS reachable and was checked: it lists exactly one dog-related service statewide, ServiceId 9035, 'श्वान प्रजनन व विपणन केंद्र नोंदणी' (dog breeding and marketing centre registration, two-year validity), which is a breeder licence and NOT a household pet dog licence. So Aaple Sarkar does not carry a municipal pet dog licence service for Thane. Fee, mandate, documents, validity, renewal, penalty and any online route all remain unverified.

How to actually get one

  1. Ring the municipal corporation's health department or veterinary department rather than the general helpline. Dog licensing usually sits with one of those two, and the general line will transfer you at best.
  2. Ask for the name of the form. Once you have the form name, everything else gets easier, including finding it on the portal you could not navigate.
  3. Ask what the fee is and whether it is annual. Do not assume from anything you read online, including this page.
  4. Ask whether it can be done online. Several corporations have online systems that are not linked from anywhere obvious on their own homepage.
  5. Take the rabies certificate with you even if nobody asked for it. It is the document most likely to be demanded on the day.
  6. Ask for a receipt and keep it. In several cities the receipt is what you show, not a card.

Questions people ask

Is a dog licence mandatory in India?

In most municipal corporations, yes. The requirement, the fee and the process are set locally rather than nationally, which is why no single answer covers the country. Delhi's requirement sits in section 399 of the Delhi Municipal Corporation Act 1957, Mumbai's in sections 191A and 191B of the Mumbai Municipal Corporation Act 1888, and Kerala's in section 437 of the Kerala Municipality Act 1994, which binds every municipality in the state rather than Kochi alone. Proof of rabies vaccination is required almost everywhere.

How much does a dog licence cost in India?

It depends on the corporation, and only two of the eighteen we checked publish a figure we can stand behind on their own government domain: Delhi at Rs 500 for a new certificate and Rs 500 for renewal, and Chennai at Rs 50. Lucknow publishes its rate as Rs 1000/200 without saying which applies to which dog, so we print it exactly that way rather than choosing. Chandigarh's Rs 500 came from a gazetted 2020 amendment and has been withdrawn as possibly superseded by a 2023 instrument we could not read. Everywhere else the fee is either computed inside the application after login, as in Mumbai, or not published at all. We have not filled those gaps with estimates.

What documents do I need for a dog licence?

A current rabies vaccination certificate from a registered vet is the one document required almost everywhere. Beyond that, expect proof of address, your own identification, a photograph of the dog, and the dog's breed, age, sex and colour. Delhi requires the vaccination certificate for both new applications and renewals, and identity and address proof for new applications. Some corporations also ask for a photograph of you with the dog.

Can I apply for a dog licence online?

In several cities yes, and in Mumbai it is the only route. BMC's own FAQ states you cannot apply or renew at a ward office and must use the portal. Delhi is likewise portal-only through mcdonline.nic.in, and MCD requires an Aadhaar-linked mobile number to sign up. Chandigarh, by contrast, is an in-person process.

Why can I not find dog licence information on my corporation's website?

Several reasons, and they are worth separating. Some corporations run the service but never print a price, because the amount is computed inside the application after you log in. Several portals are JavaScript applications with no readable pages. Several municipal sites also appear dead when they are not: their servers send an incomplete certificate chain, so a browser or a script gives up before it ever sends a request. Two corporations we had written off worked on the first retry once that check was relaxed. Others genuinely do refuse connections, and Hyderabad blocks automated access at its edge. Bengaluru is a special case: BBMP was superseded in 2025 by five corporations under the Greater Bengaluru Authority, and none of the new portals exposes a pet licence at all.

Do I need a licence for an indoor dog?

Generally yes. The requirement attaches to keeping the animal rather than to whether it goes outside. It also matters more than owners expect in a society dispute.

What happens if I do not licence my dog?

In practice, usually nothing, until something goes wrong. The moment there is a bite allegation, a society complaint or a question about your dog, having a licence and a current rabies certificate changes the position considerably. Delhi charges a late fee of Rs 100 per month beyond the grace period rather than a flat penalty.

Is there a limit on how many dogs I can keep?

Some corporations set one and most do not publish one. Chandigarh's bye-laws cap a household at two dogs. Lucknow ties the cap to the size of your flat, allowing a maximum of two dogs up to 200 square metres of residential area and four between 200 and 400, which is in the corporation's own Animal Welfare Department document and is something most residents there will not know. Where no cap is published, society bye-laws and state animal welfare rules are usually what the argument turns on rather than municipal law.
