Why a letter works better than an argument
A committee that has told you verbally to remove your dog has taken no formal position it has to defend. The moment you reply in writing, setting out what the guidance actually says, the conversation changes. Someone now has to either put their instruction in writing or quietly drop it. In most societies it gets quietly dropped.
Keep it factual and keep it short. Dates, what was said, who said it. A letter that reads as reasonable is far more persuasive in a room of neighbours than one that reads as a threat, and you will still be living next to these people afterwards.
What the Animal Welfare Board of India has said
The Animal Welfare Board of India has issued guidelines addressing pets in housing societies. The positions most often cited from them are that a society cannot prohibit residents from keeping pets, that a general body resolution does not override that, that pets cannot be barred from lifts, and that residents who feed community animals should not be harassed.
Guidance from the Board is not the same thing as a statute, and how much weight it carries has been argued both ways. It is still the document most committees respond to, because most committees have never read it and assume a majority vote settles the matter.
Feeding community dogs, which is the most common flashpoint
Feeding disputes escalate faster than any other kind because both sides feel they are protecting somebody. Courts in India have on several occasions upheld the right to feed community dogs while directing that it happen at agreed spots and times so other residents are not inconvenienced.
That second half is the part worth offering before anyone asks. Proposing a fixed corner and a fixed hour turns a rights argument into a scheduling one, and scheduling arguments end.
What weakens a letter
- Writing it while angry. Wait a day. The version you write on day two is the one that works.
- Claiming the law says something more absolute than it does. If the other side checks and finds you overstated, you lose the ground you actually had.
- Ignoring the underlying complaint. If your dog genuinely barked for two hours, address that as well. A letter that pretends nothing happened invites a reply that lists everything that did.
- Sending it only on WhatsApp. Email it so there is a record with a timestamp, and keep a copy.

Can an RWA ban dogs in a housing society in India?
The Animal Welfare Board of India has stated that residents welfare associations cannot prohibit residents from keeping pets, and that a general body resolution to that effect is not enforceable against a resident. Committees frequently pass such resolutions anyway, which is why a written reply citing the guidance is usually the fastest way to end it.
Can a society stop my dog using the lift?
The Board has specifically addressed lifts and stated that pets cannot be barred from them, including through a rule requiring the service lift. Offering to travel at quieter times is a courtesy that often defuses the objection, but it is a courtesy rather than an obligation.
Can the society fine me because of my dog?
A society can levy charges its bye-laws provide for. Ask for the specific bye-law, the resolution authorising the penalty, and the record of the incident. In a lot of cases one of those three does not exist.
Is feeding street dogs in my society legal?
