2760km each way is two days of driving in each direction, which is more travel than trip. Trains serve Coonoor through Mettupalayam for mainline trains, then the road climb. Coonoor has a Nilgiri Mountain Railway station, though it is not practical with a dog.

Southbound on NH48 is clear early and solid from about 8am once Manesar traffic builds, and anything through Delhi is worse than going around it. Aim to be past Kherki Daula before seven.

Reasonable. Coonoor and Ooty both have private clinics, and the veterinary university campus at Ooty is a useful backup. Better than most hill stations on this list.
