Gangtok in one paragraph
Clean, cool and walkable in parts. Several high-altitude permits in Sikkim have their own conditions, and higher passes are a genuine altitude risk for dogs.

Veterinary access at the far end
A government veterinary hospital in Gangtok and limited private options. Anything specialised means Siliguri, which is four to five hours down.
Do this at the same time you book the room, not on the road out of Pune. Emergency vets by city.
Timing it from Pune
Milder than Mumbai and drier, with a real summer in April and May. Generally an easier city for a dog than most on this list.
Summer heat, then monsoon damp.
Set that against Gangtok, where the advice is to go march to may, october to december and avoid June to September. The overlap between those two windows is your actual travel season, and it is usually narrower than either one suggests on its own.
Doing this journey with your dog
At around 36 hours of driving this is two days each way, which is the argument for the train. The heat window decides the timetable. Leave before dawn and you buy four cool hours before the sun becomes a factor, which on a 36 hour run is most of the hard part done. Driving through the middle of an Indian afternoon with a dog in the back is the single most common way this goes wrong, air conditioning or not.
